Dear Steward, Partner and Friend of GIFT,


After more than a decade of collaboration and global impact, the Lead Stewards of the Global Initiative for Fiscal Transparency (GIFT) announce that the GIFT network will formally conclude its operations by July 2025, marking the end of an extraordinary 14-year journey of shared purpose, global collaboration, and transformative impact. This difficult decision stems from persistent funding constraints and a lack of financial sustainability needed to maintain GIFT’s scope and coordination.

Founded in 2011, GIFT has been a pioneering multi-stakeholder action network committed to advancing meaningful fiscal transparency and inclusive public participation. Guided by its High-Level Principles on Fiscal Transparency, Participation, and Accountability—acknowledged by the United Nations General Assembly in 2012—GIFT brought together governments, civil society organizations, international financial institutions, and other partners to co-create reforms that enhance openness and strengthen the management of public resources for the benefit of all.

Together, we have:

• Developed globally recognized norms on fiscal transparency and public participation, helping to shape international standards and national reform agendas;
• Fostered a strong and diverse network of practitioners united by trust, collaboration, and a commitment to development;
• Supported over 25 countries across the globe with tailored technical assistance and peer learning;
• Pioneered work in digital innovations such as fiscal transparency portals and open data publication; and
• Promoted new forms of citizen engagement and accountability, demonstrating that openness is not just about access to information — but about inclusion, dialogue, and impact.

None of this would have been possible without you — our Stewards, Partners, and Champions. The dedicated GIFT Coordination Team—past and present—under the leadership of our Network Directors, and the tireless support and guidance of our 58 Stewards, donors and allies around the world who made our vision a reality. To each of you who walked this journey with us: thank you for your trust, your courage, and your unwavering belief in the power of fiscal openness!

While GIFT’s organizational structure will sunset, its legacy will endure. The values, practices, and innovations it championed will continue to inspire practitioners, reformers, and citizens alike. On behalf of the Lead Stewards, the International Budget Partnership (IBP) will serve as the custodian of GIFT’s principles, research, and relevant training materials—ensuring these resources remain openly accessible for years to come. The GIFT website will remain live for the rest of the year until the process is complete to transfer these resources to the IBP site.

As the world continues to navigate complex challenges, the need for transparent and participatory governance is more urgent than ever — and we are confident that the community GIFT helped build will remain a powerful force for positive change.
