Benin has made rapid progress in opening up budgets which can serve as a roadmap for reform for others. Based on the Open Budget Survey 2021 results by the International Budget Partnership, their Open Budget Index has gone from 1 in 2012 to 65 points in 2021. An extraordinary achievement!
